Hello, my name is Judith Patton, and I have been the municipal tax collector for Perkasie Borough since 2006. Since my first term in office, there have been many changes to the position. There is a law (Act 48) which established certain requirements by the Commonwealth of Pennsylvania. These changes were implemented to enhance professionalism and bring more uniformity to the tax collector office.
In lockstep with this new law, the Pennsylvania State Tax Collector's Association has implemented a continuing education program which offers the designation of Certified Pennsylvania Tax Collector, or C.P.T.C. This program requires membership in PSTCA and a minimum of six (6) continuing education credits annually. These classes are invaluable to tax collectors, keeping us up-to-date on the most recent laws affecting tax collection, efficient office procedures and much more.
My office collects real estate property taxes for the Borough of Perkasie, County of Bucks and Pennridge School District. My office will also assist senior citizens with the Pennsylvania Property Tax & Rent Rebate forms, as well as set appointments for taxpayers to pay property taxes in person, outside of the collection hours noted on the tax bills.

When are tax bills mailed? County/Borough tax bills are mailed on March 1st and School tax bills are mailed July 1st. Original tax bills are sent to the property owner, per the Local Tax Collection Law. Mortgage companies may request a duplicate copy of your tax bill.

What if I did not get a copy of my tax bill? Contact the tax office for a duplicate copy of your tax bill (duplicate bill fee may apply). Please remember, if for any reason the tax bill is not received by the taxpayer, the taxpayer is responsible as though they received the tax bill. This is the Pa Local Tax Collection Law. The tax collector is not responsible for lost or misdirected mail. If you have moved, you must notify the tax office immediately with a change of address. If you have not received your tax bills annually by mid March (County/Borough) and mid July (School), you are responsible to contact the tax collector to inquire about a duplicate bill.

What if I escrow my taxes with my mortgage company? It is your responsibility to make a copy of the tax bill for your records then forward your bill to your mortgage company as soon as possible.

How can I get a receipt for my tax payment? You can obtain a tax receipt by including a Self Addressed Stamped Envelope with your payment, and a receipt will be sent back to you.

When are taxes due? County/Borough taxes are due by April 30th to receive the 2% discount or by June 30th at face. There is a 10% penalty for payment after June 30th. School taxes are due by August 31st to receive the 2% discount or by October 31st at face. There is a 10% penalty for payment after October 31st. Please DO NOT calculate the discount or penalty amounts. This is already calculated on the tax bill. If payment is made after December 31st, personal or business checks are not accepted, only bank cashier's check.

Can I pay my tax bill in installments? The only tax bill that can be paid in installments is the School Real Estate tax bill, and only if your property is on the Homestead/Farmstead Exclusion. The Homestead/Farmstead Reduction applies only to your primary residence. The value changes from year to year, depending on the amount of revenue that the school districts receive in gaming profits from the state. The installments are divided into three equal payments of the face amount of the tax bill. There is no discount offered when taking the installment option. The due dates are typically August 31, October 31 and December 15.

Can I pay my taxes with online bill pay with my bank? Yes, you can pay your taxes using your online bill pay with your bank, however, please be sure to pay at least 5 business days before the deadline in order for your tax payment to be considered on-time.

What are your regular office hours? I do not have regular office hours, as collections are done from my home, however, there are open tax office hours listed on the tax bills. Typically the days/hours are always during the last two weeks of discount in April and August. Handicapped and other appointments to pay outside of those hours will be accommodated by calling me at 215-258-3442 to schedule a time. There is also a drop box located on my front porch (do not leave cash). The tax office is closed on weekends and all legal holidays.

Do you accept postmarks? When mailing your tax payments, the US Postal Service postmark will be honored as proof of timely payment. Office postage meter stamps are NOT USPS postmarks and are not honored. Also, when using the drop box, you must have dropped the payment before 8 pm on the deadline or the payment will be returned to you. This is a strict rule and is enforced.

Do you accept credit cards? AllPAID is the credit card vendor for the tax office. There is a link on the homepage to take you to their website for paying your taxes by credit card. Please note that credit card payments do not fund immediately, and usually take 7-10 business days. Bear this in mind when paying your bill at the end of the discount or face period or in the month of December.

Can you change the name/address on the tax bill? The tax collector can change a mailing address on a tax bill, but cannot change any name(s) because the bills are printed from the property deed. If you need to change a name on the tax bill, you must contact Bucks County Recorder of Deeds for further instruction.
